This question makes no sense....it automatically assumes that markets are inefficient, rather than asking if markets are or are not inefficient. It is a political rather than economic question and should be re-phrased.

I am not sure what you mean by "reverse the charges." If you have claimed that property was stolen, you can report that it was returned to the same law enforcement agency that took the initial report. The return of the property can sometimes make a prosecutor less interested in pursuing a charge. But, once you file a police report, the criminal case belongs to the state. You do not have the power to pursue or dismiss charges. A civil suit belongs to you. If you sued your partner in civil court, over the property, you can opt to dismiss your suit when the property is returned.
