I have been storing my neighbor's items for 4 years and they refuse to get them from my basement. Can I sue her for the cost of removing the items as well as ask for compensation for storing her items this long?

Unless you have a contract that allows a charge, you can't impose one. You can file a court case to seek permission to get rid of the items.
