If a female employee comes to work and her supervisor a male shows them a photo of the employee nude. Not of the supervisor but of the employee and says wow look what I have. Did the supervisor cause a hostile enviroment for the employee? And is this sexual harasment? The employee did not give the photo to the supervisor or post the picture in a public place or a social media site.

It does sound awfully like harassment. I would contact the Iowa Civil Rights Commission or an attorney who practices in the field of employment law.
