The dials usually measure the Kilo Watts you have used in 1000's 100's 10,s etc. Each dial should say what they are measuring but they go up in numeric order.
The cost is not so easy to work out as most electricity companies charge more for the first few hundred KW you use, to cover their business costs, then the price per unit (per kilowatt hour) will drop for the rest of the billing period.
The best way to estimate this is to see how many KWh you used on your last bill and the total cost including taxes etc then you can work out your average cost per KWh (a 1 KW heater on for 1 hour is a KWh).
It is only a guide because if you use more or less power then the unit cost will change, electricity companies are also changing their prices very often to make your calculations redundant and difficult.
