Sunni Islam is an amalgamation of many different schools of thought and sects beneath them. They believe in many of the same things, but there is no place where all Sunna come together to make decisions, because they don't all agree on the same legalistic interpretations. (A Christian equivalent question would be "Where is Protestantism Headquartered?")

Most of the Arab World (sans Iraq, Lebanon, and Bahrain with less than 30% Sunni Population), India, Pakistan, Bangladesh, and Indonesia. Most of African Moslems are also Sunni.
